Tight groups are definitely only half the battle. Now, if his point of aim was an inch high, then this isn’t that far off. Depending on his zero range, he needs a few clicks to the left.

That’s what I did here. I zeroed at 50 yards to be an inch high based on the ballistic characteristics of the bullet I was shooting, adjusted right, and then fired once to confirm at 100 yards. I only shot once from the bench due to the results and called this good enough...So, he may never have been looking for dead center, though I agree he should go left a few clicks.
